INVITATION TO BID 

GREAT SANDY BOTTOM POND WTP FILTER 2 RENOVATIONS

  

1.    Sealed Bids for the “Great Sandy Bottom Pond WTP Filter 2 Renovations” project will be received by Abington-Rockland Joint Water Works, 366 Centre Avenue, Rockland, Massachusetts 02370, until 11:00 a.m. prevailing time, on Thursday August 7, 2025, at which time said bids will be publicly opened and read aloud.

2.   In general, and without limitation, the work to be done under this contract shall include: filter media removal and replacement, filter equipment renovations including removal and replacement of porous plate underdrain, backwash shoe assembly, control panel, including all necessary work (permitting, etc.) to perform the scope of work as specified herein; and appurtenant work as shown on the Drawings and as specified herein. 

3.   All interested Contractors are advised to attend the Pre-Bid Meeting to be held on Wednesday, July 23, 2025, 10:00 AM at the Great Sandy Bottom Pond Water Treatment Plant, 23 Phillips Road, Pembroke, Massachusetts. All bidders are strongly encouraged to attend.

4. Contract Documents may be obtained from H2Olson Engineering, Inc. by contacting Stephen Olson at 508-375-7007 or sco@h2olsonengineering.com beginning Wednesday July 16, 2024 at 9:00 a.m.

5.       Complete instructions for submitting bids can be found in the Instructions to Bidders, Section 00100.

6.    Each Bid shall be accompanied by a Bid Security in the amount of 5 percent of the Bid.  The Bid Security shall be in the form of a bid bond or certified treasurer's or cashier's check. 

7.  Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project and are included in Appendix C. It is the responsibility of the contractor, before bid opening, to request, if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.

8.    Successful bidder must furnish 100 percent Construction Performance Bond and 100 percent Construction Payment Bond with a surety company acceptable to the Owner.

9.    Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, sex, national origin, or sexual preference.

10.  The Contract duration shall be 270 days, commencing from the date of the Notice to Proceed. Construction activities which require shutdown of the filter shall be limited to the months of September through May (inclusive).

11.   No Bidder may withdraw his Bid for a period of thirty (30) days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening of the Bids.

12.   The bidding and award of the Contract shall be in full compliance with Sections 5 inclusive of Chapter 30B of the General Laws of the Commonwealth of Massachusetts as last revised.

13.   The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be the best interest of the Abington/Rockland Joint Water Works.

14.   The Owner also reserves the right to omit part or whole of any proposed work to be performed, as shown on the Contract Drawings, as may be required to maintain the total cost of work within available funds.
