The proposed transportation improvement project is funded through a MassWorks Grant and is currently in the design phase, with construction funding pending. The design incorporates multimodal improvements (vehicle, transit, bicycle and pedestrian accommodations) to address current challenges related to congestion, safety and accessibility; and to mitigate future traffic volumes projected to be generated by area development including the planned re-development of the South Weymouth Naval Air Station (SWNAS) located adjacent to the project limits in Rockland, Weymouth, and Abington. The project will address existing deficiencies along with traffic capacity, operations, safety and mitigation measures along the entirety of Reservoir Park Drive and along Hingham Street between Reservoir Park Drive and Pond Street.

The project proposes roadway widening and reconstruction of the existing pavement to provide two travel lanes in both directions of Hingham Street and Reservoir Park Drive between Weymouth Street and Pond Street. In addition to roadway widening, the intersection of Hingham Street and Reservoir Park Drive will be significantly realigned to reassign the primary through movement consistent with the predominant traffic flow between the Route 3 interchange and the SWNAS. Furthermore, an additional travel lane will be constructed along the Route 3 Southbound Off-Ramp to provide additional capacity for vehicles exiting Route 3 toward the SWNAS and downtown Rockland.

Along with widening the roadway, new ADA/AAB-compliant sidewalk and curb ramps and a mix of on-road bicycle lanes and a shared-use side path (accommodating both pedestrians and cyclists) will be constructed throughout the corridor. This includes a new sidewalk connection into the MassDOT-owned Park and Ride facility to the existing bus shelter and an extension of sidewalk along Pond Street to facilitate future connection to the planned Shinglemill development.

To provide more efficient traffic flow, reduce delays, and enhance safety and accessibility, traffic signals at the following five (5) intersections will be reconstructed:

• Weymouth Street / Reservoir Park Drive / Bill Delahunt Parkway

• Hingham Street / Reservoir Park Drive

• Hingham Street / Commerce Road

• Hingham Street / Route 3 Southbound Ramps / Home Depot Driveway

• Hingham Street / Pond Street / MassDOT Park and Ride

The project will also include an upgraded stormwater drainage system, new curbing, guardrail, traffic signs, pavement markings, landscaping and wetland mitigation, and improved access to/from businesses along Hingham Street and Reservoir Park Drive.

Design and permitting activities are anticipated to continue through mid-2026. The construction schedule is contingent on securing additional funding, with the earliest potential start date in late 2026.
